iCloud Activation Lock explained

Find my iPhone includes a feature called 'Activation Lock' which is designed to prevent anyone else using the device if it's ever lost or stolen. This feature stops anyone else using the device whether its an iPhone, iPad or iWatch by requiring the owner's Apple ID and password prior to activating the device, even if the device is reset. Activation Lock is enabled automatically when you turn find my iphone on a device using ios 7 or later.

What is an iCloud locked Apple Device?

The iCloud 'Activation Lock' was introduced by Apple in 2014's iOS 7 release, essentially adding the functionality to lock down an iPhone to a users iCloud account. This feature is turned on automatically on any Apple device when someone turns on 'Find my Phone'. Once 'Find my Phone' is enabled the Apple device cannot be erased. Unfortunately this means an innocent consumer may have acquired and iPhone, iPad or Watch and are left with an unusable device with no way of contacting the original owner to remove the iCloud Activation Lock.

The feature was introduced as an anti-theft measure, but there are a number of legitimate reasons people get caught out by find my phone:
